Case Overview

Customer Profile: The Vocational Training Authority monitors and regulates Vocational Training and it's main functions are to:
  • Promote access to training opportunities on an equitable basis.

  • Accredit, register and monitor all training institutions to ensure they adhere to the required standards and quality of training.

  • Develop and review national training standards for levels within the framework to form a clear and consistent system that is relevant to Botswana's economy.

  • Guide the development of programme courses and curricula in vocational training.

  • Register vocational training teachers to ensure standards of teaching, assessment and grading are maintained.
The Authority’s mandate is executed through five agencies of Quality Assurance, Structured Work Based Learning, Planning and Research (DPR), Finance and Administration and Directorate of the Chief Executive.

Program/project objective:
Development of Statement of user Requirements for the Vocational Training Authority.
The primary objective of the project was to extensively examine existing work process, data gathering, and management information process to produce a detailed statement of user requirements. While making this SOUR, Sambiri had to consider the possibility of improving existing business processes.

Sambiri carried out detailed user requirements for computerisation of the the Authority's functions. This included but not limited to:
    a) The Human resources management system

    b) The records management system

    c) Development of the vocational training fund management system

    d) Development of the corporate Intranet and interactive Website

    e) Integration of the systems with their database system

    f) Development of a management information interface to the integrated systems
Sambiri carried out the feasibility study for the implementation of a Knowledge Management System and recommend the strategy and methodology for implementation of the system.

We used the existing business documents such as their five (5) year strategic plans and made necessary recommendations so that they could be incorporated into the envisaged system(s).

We advised on the requirements of the solution for both hardware and software and took into consideration the existing computerised systems.

We analysed the appropriateness of implementing the system either by developing a bespoke application or purchase and customisation of a packaged solution. This was done in consideration of the existing environment and integration factors.

We had to develop the terms of reference and the implementation plan of the envisaged system and include the estimated costs. We also had to carry out the user profile analysis and make recommendations for appropriate training.
